Joining Time


Chapter - 9 of Punjab Civil Service Rules Volume I Part I deals with the joining time of Government employees. According to Rule 9.1 of the Rules ibid, the Joining time may be granted to a Government employee to : - 
1) Join a new post (at the same station or at a new station)
2) To proceed on transfer 

IMPORTANT POINTS
  • No joining time is allowed in cases when a Government employee is transferred from one post to another in the same office establishment (Rule 9.2 of rules ibid)
  • Joining time of Government employee in cases involving a transfer from one station to another, neither of which is in a remote locality not easy of access is subject to a maximum of 30 days.  
CALCULATION OF JOINING TIME 
Joining time is calculated according to rule 9.5 of Punjab Civil Service Rules Volume I Part I 👇
Following are the examples of calculation of Joining time: - 

Example 1. Mr. A an officer was transferred from Station-Y to Station-Z forenoon of 10.06.2000 (Saturday). Work out the Joining time admissible and date of joining to his new post at Station-Z.
  1. Distance from residence to Station-Y = 2 km
  2. Rail Joirnmey = 511 km
  3. Ocean steamer journey = 345 km
  4. Journey by Road = 15 km
  5. Journey by air 2.30   hours Journey = 800 km
  6. Journey by River Steamer = 145 km
  7.  Journey by M. Vehicle = 300 km
The officer had to wait for 4 days fro the start of ocean journey.

Solution : - 
*Note:- Sundays are included in the maximum period of 30 days. (See rule 9.5 (e) of PCSR Vol. I Part I)
